Michigan House Passes “Ban on Bans” Bill Protecting Gas & Propane in Homes

The Michigan House approved bipartisan legislation (House Bill 4486) that would prevent local governments from banning natural gas or propane appliances, including stoves, water heaters, and furnaces, and would also prohibit local restrictions on installing gas/propane infrastructure. The bill passed  61– 42 on December 17, with all Republicans present and four Democrats voting yes. 

Supporters, led by Rep. Steve Frisbie (R–Battle Creek), framed the bill as a consumer affordability and “energy choice” measure, arguing natural gas is typically cheaper than electricity for home energy use and that residents shouldn’t be forced into higher costs by local ordinances. The bill has been carried into the 2026 legislative session, though it’s unclear at this time if the Senate will consider the legislation. HPBA will closely monitor its activity. 

In related news, the Federal Energy Choice Act now has 150 cosponsors. It was passed by the U.S. House Energy & Commerce Committee on December 3 and is awaiting consideration by the full House. The bipartisan bill would protect consumer access to multiple energy options, including natural gas, by blocking state and local restrictions on specific energy sources.
